SUKMA dan Kursus Potensi FIFA 2010

Pada kejohanan SUKMA 2010 yang berlangsung di Melaka bermula daripada 7hb Jun 2010 hingga 18hb Jun 2010 yang lalu, saudara Asmadi Bin Noor Hasni dan saudara Mohd Shahril Bin Abu Seman telah dilantik untuk mengadili perlawanan bolasepak mewakili pegawai perlawanan dari negeri Perak. Manakala Haji Anuar Salim Bin Abdul Moen dan saudara Mohd Jamil Bin Zakaria telah dilantik sebagai Penilai Pengadil pada kejohanan tersebut.

Selain daripada kejohanan SUKMA, Kursus Potensi FIFA juga telah diadakan di sana bermula daripada 11hb Jun 2010 hingga 16hb Jun 2010. Saudara Asmadi Bin Noor Hasni, saudara Mohd Amirul Izwan Bin Yaacob dan saudara Dennis Anak Sayeng telah dipilih mengikuti kursus tersebut. Haji Anuar Salim Bin Abdul Moen dan saudara Mohd Jamil Bin Zakaria juga telah terlibat dengan kursus tersebut sebagai juru arah.








Selain daripada kursus untuk pengadil, kursus untuk penilai pengadil juga telah diadakan disana yang bermula daripada 17hb Jun 2010 hingga 19hb Jun 2010. Untuk kursus ini mereka yang telah terlibat daripada negeri Perak adalah Haji Anuar Salim Bin Abdul Moen, saudara Mohd Jamil Bin Zakaria, saudara Noor Anuar Bin Abdullah Shani dan saudara Krishnan A/L Ramachandran.

Amendments Laws Of The Game 2010/2011

LAW 1 - THE FIELD OF PLAY
( GOALS )

Present Text

The goalposts and crossbar must be made of wood, metal or other approved material. they may be square, rectangular, round or elliptical in shape and must not be dangerous to players.

(Reason - The current definition has been clarified in order to indicate that goalposts of any other shape are not permitted.)


LAW 5 - THE REFEREE
( INJURED PLAYERS )

Present Text

Exceptions to this ruling are to be made only when :
a) a goalkeeper is injured
b) a goalkeeper and an outfield player have collided and need immediate attention
c) a severe injury has occured, e.g. swallowed tongue, concussion, broken leg
d) the stretcher-bearers should enter the field of play with a stretcher at the same time as the doctors to allow the player to be removed as quickly as possible

Proposed Text

Exceptions to this ruling are to be made only when :
a) a goalkeeper is injured
b) a goalkeeper and an outfield player have collided and need immediate attention
c) players from the same team have collided and need immediate attention
d) a severe injury has occured, e.g. swallowed tongue, concussion, broken leg
e) the stretcher-bearers should only enter the field of play with a stretcher following a signal from the referee

(Reason - 1) It was considered unfair that players of the same team who collided were required to leave the field of play to receive treatmnent, leaving the team concerned at a numerical disadvantage.

2)Stretcher-bearer's mandatory entry onto the field of play for all injuries where a doctor is requested frequently caused unnecessary disruption to the game)


LAW 14 - THE PENALTY KICK
( PROCEDURE )

Present Text

Feinting to take a penalty kick to confuse opponentsis permitted as part of football. However, if, in the opinion of the referee, the feinting is considered an act of unsporting behavior, the player must be cautioned.

Proposed Text

Feinting in the run-up to take a penalty kick to confuse opponents is permitted as part of football. However, feinting to kick the ball once the player has completed his run-up is considered an infringement of Law 14and act of unsporting behaviourfor which the player must be cautioned.

(Reason - In view of an increasing trend in players feinting to take a penalty kick to deceive the goalkeeper, it is necessary to clarify what is permitted and what action a referee must take in the event of an infringement.)


THE FOURTH OFFICIAL
( THE FOURTH OFFICIAL AND THE RESERVE ASSISTANT REFEREE )

Present Text

He / She must indicate to the referee when the wrong player is cautioned because of mistaken identify or when a player is not sent off having been seen to be given a second caution or when violent conduct occurs out of the view of the referee and assistant referees. The referee, however, retains the authority to decide on all points connected with play.

Proposed Text

He / She assists the referee to control the match in accordance with the Laws of the Game. The referee, however, retains the authority to decide on all points connected with play.

(Reason - It is considered that the scope of the fourth official's duty to assist the referee should be extended to allow him / her to offer support and advice not only in the limited number of situations covered under the existing Laws of the Game.)

Keputusan Peperiksaan Pengadil Kebangsaan 2009

Keputusan peperiksaan pengadil kebangsaan (FAM I) bagi tahun 2009 telah pun diumumkan. Seramai 6 orang telah lulus di dalam peperiksaan tersebut.

Mereka yang telah lulus dalam peperiksaan teori tersebut adalah :

Ipohref mengucapkan tahniah kepada keenam-enam pengadil yang telah lulus ujian teori dan bersiap-sedia dari sekarang untuk menjalani ujian kecergasan sebelum menjalani ujian praktikal.

LIga Super (22hb Mei 2010)

Pada 22hb Mei 2010, Liga Super di Ipoh telah menemukan antara pasukan Perak bertemu dengan pasukan Johor, di mana pasukan Perak telah menewaskan pasukan Johor dengan jaringan 2-0.

Perlawanan ini telah diadili oleh saudara Subkhiddin Haji Mohd Salleh selaku Pengadil. Beliau telah dibantu oleh saudara Mohd Sabri Mat Daud selaku Penolong Pengadil 1, saudara M. Sivanesan selaku Penolong Pengadil 2 dan saudara R.Krishnan selaku Pegawai Keempat. Manakala saudara Kassim Kadir Bacha telah ditugaskan sebagai Penilai Pengadil.

Perlawanan ini merupakan perlawanan peringkat kebangsaan terakhir buat saudara Subkhiddin sebelum beliau berangkat ke Afrika bagi mengadili Piala Dunia 2010.

Mesyuarat Agung Kali Ke-20

Persatuan Pengadil-Pengadil Bolasepak Ipoh telah mengadakan Mesyuarat Agung Kali Ke-20 pada 29hb April 2010 di Restoran Ipoh Chicken Rice di Jalan Sultan Abdul Aziz, Ipoh.
